Office of Logistics and Acquisition Operations
The Office of Logistics and Acquisition Operations (OLAO) is proud to support the National Institutes of Health (NIH) by delivering high-quality acquisition, logistics, and property management services. As NIH's central services organization for acquisition and logistics, we serve the NIH Office of the Director, all 27 Institutes and Centers, the U.S. Department of Health and Human Services (HHS), and other federal agencies.
OLAO is committed to providing efficient, cost-effective, and customer-focused solutions that enable our partners to accomplish their missions. Through innovation, collaboration, and operational excellence, we continue to enhance our products and services while ensuring compliance with applicable federal laws, regulations, and policies.
Our organization includes four specialized divisions that provide comprehensive acquisition and logistics support:
- Division of Logistics Services (DLS) is the central liaison for logistic functions. DLS is the proponent for NIH logistics policies, interpreting and implementing Federal and HHS logistics regulations, and coordinates with the General Accounting Office (GAO), General Services Administration (GSA), Department of Health and Human Services (HHS) organizations, other Government agencies and the private sector for supply chain management, property asset administration, and transportation management.
- Division of Hospital & Laboratory Support – provides centralized expertise to plan, structure, and execute all non-R&D, non-IT, & non-professional services acquisitions across two key areas: comprehensive acquisition support for the NIH Clinical Center, and simplified acquisitions for the broader NIH community.
- Division of Specialized Scientific Information Technology Support – provides centralized expertise to plan, structure, and execute IT acquisitions that are mission specific and/or support NIH’s scientific and research mission. By integrating acquisition, IT, security, and policy requirements early, the Division helps customers navigate complex IT procurements more efficiently, consistently, and compliantly.
Division of Strategic Sourcing & Negotiated Contracts – provides centralized expertise to plan, structure, and execute acquisitions except: R&D, IT, common professional services, and Simplified Acquisitions. This division is divided into two key areas: NIH Wide multiple Award contracts & BPAs, and all Negotiated Contracts that do not fit into other divisions. Examples include Staffing, Patent Legal Services & Non-R&D animal care.
