Bio of OA Deputy Director
Archie P. Bates III is the Deputy Director of the Office of Acquisitions (OA), within the Office of Logistics and Acquisition Operations (OLAO), for the Office of the Director of the National Institutes of Health.
Mr. Bates brings more than 20 years of federal contracting and management experience. He began his federal government career in 2009, working for the Department of Defense. He served in numerous DOD acquisition positions such as the Army Intelligence and Security Command, Rapid Equipping Force and Program Executive Office, Soldier.
Mr. Bates began his military career in the Air Force as an Information Systems Radio operator assigned at Andrews AFB and Rhein Main, Germany. Following his enlistment he completed his undergraduate degree and was commissioned an Army Transportation Officer through the Reserve Officer Training Corps (ROTC). He was assessed into the Army Acquisition Corps (AAC) and served as Contingency Contracting Officer leading teams (both CONUS and OCONUS). He deployed in support of Operations Uphold Democracy (Haiti) and Iraqi Freedom (OIF).
Since 2016 until joining the NIH family, Archie has served as a Senior Policy Analyst with the Department of Health and Human Services. This role afforded him the opportunity to be responsible for the review of all major system acquisition efforts within the department. He has coordinated directly with senior leadership processing over $500M in agency actions. Additionally, he served as the Agency Acquition Career Manager (ACM) responsible for the identification and development of the acquisition workforce, including identifying staffing needs, training requirements, and other workforce development strategies.
Archie holds a Bachelor of Science in Business Administration from Christopher Newport University and graduate degrees in Procurement and Acquisitions Management from Webster University, and in Human Relations from the University of Oklahoma
He is an active member of Veteran of Foreign Wars 1503 (VFW), the largest VFW Post in the World and serves as a member of the Honor Guard. Mr. Bates has participated in the HHS Mentoring Program and served as President of HHS Toastmasters.
