Consolidated Acquisition Planning Services 

The Category Management, Strategic Sourcing, and Data Analysis (CMSSDA) Branch offers acquisition planning services for any requirement affecting multiple ICs or relating to common government spend categories. CMSSDA’s staff assists program and contracting officials establish the most effective, efficient, and expedient acquisition plans to meet their mission objectives and day-to-day operational needs.

Strategic Planning

CMSSDA regularly coordinates with government wide, HHS, and NIH policy offices. At the government wide level, CMSSDA represents the interests of HHS and NIH on the Category Management Leadership Council (CMLC). The CMLC was created by the Office of Management and Budget (OMB) and tasked with developing category specific strategic plans to bring $428B worth of common government spend under management. At the HHS level, CMSSDA partners with the department to establish Acquisition Strategies consistent with OMB’s category management mandates and responsive to the specific needs of the HHS community. At the NIH level, CMSSDA works with NIH’s policy, program, and contracting activities to implement OMB’s Category Management initiatives at a local level.

CMSSDA’s staff consists of FAC-C, FAC-COR, and FAC-PPM trained professionals with many years of practical experience and the ability to think outside of the box. CMSSDA can assist with anything from standard consolidated requirements to novel situations, where no precedent exists.
