Welcome to the Strategic Contracting Branch

The Strategic Contracting Branch provides the National Institutes of Health (NIH) and HHS Operating Divisions (OPDIVS) with agency-wide mission support by providing access to a portfolio of services through the management of several Indefinite Delivery Indefinite Quantity (IDIQ) master contracts. The Branch manages the following NIH-wide contracts:

  • Long-Term Administrative Support Contract (LTASC)
  • NIH Business and Professional Support Services Contract (NIHBPSS)
  • Public Information and Communication Services Contract (PICS)
  • NIH Conference, Administrative, and Travel Services Contract (NIHCATS)
  • NIH Full-Service Maintenance and Repair of Beckman Coulter, Inc., Laboratory Equipment Systems (BECKMAN)

 

LTASC

The Long-Term Administrative Support Contract (LTASC) is a small business set aside IDIQ contract that offers Institutes and Centers at the NIH the opportunity to obtain commercially provided administrative services on a long-term basis (minimum of 12 months).

The mission of LTASC is to provide qualified and cost-effective administrative support personnel, either on a full-time or part-time basis, along with a contractor management infrastructure to support the customer. The long-term nature of the vehicle offers continuity for the NIH and helps retain experience and knowledge.

The LTASC contract vehicle was established in 2010 as a result of the NIH’s need for assistance to assess options to address A-76 competitive sourcing requirements for positions under evaluation. Administrative duties under LTASC include a range from generic clerical skills (e.g., fielding phone calls, scheduling meetings, taking minutes, generating reports) to administrative duties for executive management.

NIHBPSS

The NIH Business and Professional Support Services (NIHBPSS) contract vehicle is a multiple award partial small business set aside IDIQ that offers Institutes and Centers at the NIH and HHS Operating Divisions business and professional support services on a task order basis.

NIHBPSS affords customers the ability to order services after requirements materialize, providing NIH with flexibility in both quantities and delivery scheduling.

PICS

The Public Information and Communication Services (PICS) contract vehicle is a small business set aside IDIQ that offers Institutes and Centers at the NIH and HHS Operating Divisions communications and outreach; graphic design; web and database; materials development and distribution; and exhibit support.

The mission of PICS is to achieve and maintain high quality performance in the areas of media, communication, information dissemination and technology. PICS is the vehicle OLAO uses to solicit superior communications services, especially where this expertise does not exist in-house.

The PICS contract vehicle was established in tandem with the NIH communications community to ensure future customers would receive the wide range of services needed in the ever-evolving modern communications landscape.

NIHCATS

The NIH Conference, Administrative, and Travel Services (NIHCATS) contract vehicle is a small business set aside IDIQ that offers Institutes and Centers at the NIH and HHS Operating Divisions a wide range of administrative, meeting, conference, and travel support services in the U.S. and abroad.

The mission of NIHCATS is to provide the right services, qualified external talent, and facilities not otherwise provided by the Government for customers across the federal space.

NIHCATS is a HHS’s strategic sourcing initiative for conference support, and its use is encouraged by HHS leadership.

BECKMAN

The NIH Full-Service Maintenance and Repair of Beckman Coulter, Inc., Laboratory Equipment Systems is a single award IDIQ that offers Institutes and Centers at the NIH a wide range of critical support services for Government-owned Beckman Coulter, Inc. equipment and instruments currently installed and utilized in NIH laboratories.

The master contract was previously competed and awarded so obtaining independent quotes, bids, or sole source notifications are not required when executing a delivery order.

This type of contract allows the NIH community the ability to more accurately project spending, which is beneficial in preparing budgets. For one fixed price, paid at the end of each quarter, this comprehensive maintenance contract will ensure that the critical systems to be serviced are maintained in accordance with the Original Equipment Manufacturers (OEM) specifications. This includes all parts, field hardware and software modifications and upgrades as they become available from the OEM.
