Description: The purpose of this requirement is to acquire non-Research and Development (non-R&D), specialized project, program, and portfolio services to support the National Institutes of Health (NIH), Intramural Research Program (IRP). This is a trans-NIH focused activity that requires a highly qualified and experienced contractor capable of providing a full range of specialized and comprehensive strategic, technical, and operational level of support and services. This requirement is critical for supporting the NIH biomedical and clinical research activities in- process, planned, and unanticipated (due to new or re-emerging health threats and advances in biomedical and behavioral science). This requirement is a trans-NIH focused activity that requires specialized and comprehensive strategic, technical, and operational levels of support for NIH intramural research projects, programs, and portfolios. New and expanding Congressional mandates, rapid evolution of research tools and technical capabilities, changing policies and information technologies, have resulted in a critical requirement to acquire a contractor with the demonstrated experience and expertise capable of successfully providing the support activities.

Description: This contract allows the NIH to consolidating the procurement, management, and distribution of all mobile devices and wireless telecommunications services. It provides Mobile Lifecycle & Expense Management (ML&EM) for cellular voice and data services, to include obtaining cellular services from AT&T, Verizon, and T-Mobile for NIH users; applying asset tags and/or bar codes to newly ordered devices, allocating costs based on government accounting codes, distributing mobile devices and accessories, refreshing mobile devices on a periodic basis, administering an MDM solution (optional), and managing device disposition.

Description: Manufacturing, documentation, formulation, fill and finish, packaging, and labeling required for investigational products, in compliance with, all current FDA, World Health Organization (WHO), and International Committee on Harmonization (ICH) policies, practices, procedures, guidelines and regulations specific to current good manufacturing practices (cGMP) as may be applicable.
The National Institutes of Health (NIH) Clinical Center (CC) is a clinical research hospital providing all medical services for patients participating in human research protocols of the NIH. The CC Pharmacy department provides a range of pharmaceutical care services to inpatients and outpatients enrolled in clinical trials. The Pharmacy Department’s Investigation Drug Management & Research Section (IDMRS) assists investigators in filing Investigational New Drug (IND) applications with the U.S. Food and Drug Administration (FDA). Recently, the professional staff in IDMRS/IDOU has also been coordinating efforts to outsource production of pharmaceuticals needed for NIH clinical trials.
The National Cancer Institute (NCI) is in the midst of an ongoing clinical trial. Production of mithramycin was outsourced to a contract manufacturing organization. Until recently the analytical laboratory unit (AU) at the IDMRS CC Pharmacy was able to perform the necessary stability studies for outsourced drug products. The AU can no longer provide this service. Stability program ensures product quality for patient protection. As a result, these analyses must be contracted out to meet FDA requirements. The Food and Drug Administration (FDA) sets forth rules and guidance for the pharmaceutical industry. These norms are referred to as current Good Manufacturing Practices (cGMP). All manufacturers and their contract service partners must follow cGMP as outlined by the FDA. Parties producing drugs products are responsible for assuring that their contractors are in compliance with the FDA.
Project Title: National Institutes of Health, Intramural Research Collaborative Research Exchange Platform

Description: Access to a web-based software platform that constitutes an RRM that shall be accessible only to NIH IRP researchers. The RRM shall include a comprehensive listing of scientific tools and research services relevant for the research of basic, translational, and clinical biomedical scientists spread across broad disciplines. Capabilities of IRP Core Labs and a majority (>80%) of external vendors (Commercial Research Organizations and Academic Core Labs) shall be tied to the pertinent research services or technologies they provide and shall be easily searchable using keywords for service categories or by name. Content for both research services and listings of external vendors shall be kept current to include the most innovative technologies and services and to ensure new providers are continuously added. Software platform shall enable users to communicate with multiple internal and external vendors simultaneously, including exchange of data files and price quotes.
The software also includes a parallel web-interface that enable IRP Core managers to manage their content, provide updates and respond to user requests with cost estimates and technical capabilities. The vendor shall provide a Marketplace manager who will coordinate and perform content update for Core Labs, train Core Managers and I/C users on the platform, and coordinate marketing strategy for each participating I/C through the designated I/C Points of Contact (POC). The vendor shall also provide trained FTEs as part of a sourcing specialist team. The team will review user requests, help add qualified suppliers as requested, and ensure Core Labs and vendors provide timely responses to submitted requests. Once cost estimates and capability statements from external vendors are received, the system must allow a direct connectivity through an Application Programming Interface (API) to NIH procurement systems.
